I would not of thought it would effect people out side the US as they surley have no right to, in the same way china blocking sites does not effect people in the US. However it could effect other people indirectly by these sites going down due to not enough people entering plus risk of law suit. Loads of sites could get closed.

At the moment Australia is restriction free but the service is still pretty shitty
